How does a matter template actually reduce admin work?

By doing the setup a coordinator used to do by hand. Opening a matter from a template applies the practice area and stage, the default team, the billing setup, and a starting task list in one step, so staffing a new case does not scale with how many matters you open.

Can workflows replace a manual follow-up checklist?

Yes, and more than the remembering. A workflow can attach itself when a lead or matter is created, and with its Automation switch on Esqase runs the steps in order, holding any that need approval. Steps you set to Manual still wait for a person.

How fast can a new hire become productive?

As fast as you can invite them and assign a role. A role sets what they can view, create, update, and delete per area, so their access is scoped correctly from their first login instead of being worked out over their first few weeks.

Can we require a second person to sign off before something goes out?

Yes. Turn on approvals for invoices, documents, or both, then set which roles are reviewed and who may review. An invoice that needs approval opens in review and cannot be sent until it clears. A document enters review when someone clicks Request reviewers, and cannot go for signature until it clears.

Is there a way to see who changed what, later?

Activity timelines and audit logs record changes on a matter, including who made them and when, which is the record you want as more people touch more files.
